Top Rank CEO Bob Arum got wind of the assertions by Golden Boy Promotions President Oscar De La Hoya that Antonio Margarito should be "banned for life" in connection with a January 2009 hand-wrapping scandal, and that Margarito's scheduled, Nov. 13 opponent, WBO welterweight (147 pounds) king Manny Pacquiao, should instead meet WBA and WBO lightweight (135 pounds) titlist Juan Manuel Marquez a third time.

Arum promotes Pacquiao and Margarito, who are expected to meet for the vacant WBC junior middleweight (154 pounds) title at The Dallas Cowboys Stadium. De La Hoya promotes Marquez, who fought Pacquiao to a disputed draw and lost a narrow decision.

In this Q&A with FanHouse, the 78-year-old Arum gives rival promoter Don King a 79th birthday shout out, discusses Marquez, and defends Magarito.

So today is Don King's 79th birthday, do you have a message for him?

Yeah. You can tell him that I'm in Capri overlooking the Mediterranean Sea, and I'm not calling him on his birthday. Tell him that he's stuck in hot Florida, and I'm on the Mediterranean in Capri enjoying myself. Now, who is better off?

No, but seriously, tell Don that I wish him a happy birthday. And maybe next year, when we're both 80, then we'll both go on vacation here together.

What is the state of Antonio Margarito's license in Texas, which I know that you have filed?

That's right now before the Texas commission.


Do you have any response to Oscar De La Hoya's contention that Antonio Margarito should be banned for life?

As far as Margarito is concerned, you know, it's clear to anybody who read the transcript of the California hearings that Margarito was not responsible personally for those hand wraps. And the California commission didn't find him responsible for the hand wraps.

It's clear what they found. And, I guess, like Margarito said, 'how would I know that things were in there, when I didn't even have an opportunity to test my wraps by hitting anything?' And, you know, five of the best trainers in the sport said that they could slip things into the gloves without the fighter knowing.

So the idea that Margarito was trying to cheat, not that his corner was trying to cheat, but that he, himself, was trying to cheat, that was not established and it's not a fact.

And, if Golden Boy feels that Antonio Margarito doesn't deserve to fight Manny Pacquiao, then, remember, they still get a piece [25 percent] of Manny Pacquiao's profits from the promotion because of their settlement with Pacquiao.

So let them give up that piece, and we'll give it to charity. If they feel so high and mighty, then let them put their money where their mouths are. And don't give it to me. I don't want their piece. Let them give it to charity.


Do you have any response to Oscar De La Hoya's assertion that Manny Pacquiao should be fighting Juan Manuel Marquez instead of Antonio Margarito?

As far as Marquez is concerned, he's a very, very good fighter. He's a nice person. But one thing that he hasn't demonstrated is that he can compete as a welterweight. He certainly didn't demonstrate that in the fight with Floyd Mayweather. Before he starts talking about fighting Manny Pacquiao at this higher weight, let him fight a legitimate welterweight.

Let him fight [WBC welterweight champion] Andre Berto, who is looking for a fight. Let him fight Joshua Clottey, who I promote and who I can get for him to fight. Let him fight a legitimate welterweight. Once he fights a legitimate welterweight and succeeds, then don't you think that we would love to put him in against Manny Pacquiao?

That's assuming Pacquioa beats Antonio Margarito. We would love to then make a fight between Pacquiao and Marquez. We would love to do that. But how can you sell a Pacquiao-Marquez fight, when Marquez has never demonstrated that he can fight as high as welterweight?


Now, he hasn't even fought as a junior welterweight (140 pounds) has he?

Right. So, I would say that to make a legitimate sell for a fight with Manny Pacquiao, that Marquez has to fight a welterweight or even a junior welterweight who, if he defeats, is a real accomplishment. But the guy that he should fight is Berto. Because Berto isn't under promotion by me, but by Lou DiBella.

Berto is looking for a fight, so why doesn't he fight Berto?

And you think that HBO would actually buy Marquez-Berto?

HBO would kiss me on both cheeks if that fight was made and it happened.


Anyone else you could see Juan Manuel Marquez fight before facing Manny?

Well, I'll throw out three or four names. If he were to fight Berto, if he were to fight Clottey, or he could fight [WBO junior welterweight king] Tim Bradley or he could fight [WBC and IBF titlist] Devon Alexander.

Any of those four. And if he beats one of them, now he can say, 'I can compete at the higher weights with Manny Pacquiao.'

California denial is first step in Margarito’s Texas two-step

It was a show trial. Antonio Margarito had to show up in a procedural step that fulfilled, if not satisfied, bureaucratic protocol. The result was almost an after-thought. Margarito had no chance in California Wednesday. It’s a good thing he wasn’t applying for a driver’s license.

The California State Athletic Commission’s predictable denial of Margarito’s application for reinstatement of a boxing license might prove to be more significant for what he said instead of the one-sided, 5-1 decision against him.

In finally saying he didn’t know but should have known about irregular hand wraps before his loss in January, 2009 to Shane Mosley at Los Angeles Staples Center, Margarito accepted some responsibility, which figures to be the centerpiece of Top Rank’s attempt to get him licensed in Texas for a proposed bout on Nov. 13 with Manny Pacquiao at Cowboys Stadium in the Dallas metroplex.

“I am here to make an apology not only to the commission, but to the entire world for not knowing what was in those wrappings,” said Margarito, who for months refused to apologize for wraps loaded with inserts applied by former trainer Javier Capitello.

There is plenty of debate about what and when Margarito did or didn’t know. There is also no evidence. There’s only reasonable doubt. On that one, Margarito, a first-time offender, deserves benefit of the doubt, which by the way was granted to Mosley after his reported use of performance-enhancers as a BALCO customer before his rematch victory over Oscar De La Hoya in 2003.

His chances at reinstatement of a license revoked on Feb. 11, 2009 had been trampled beyond repair by talk seven, eight months ago that he would attempt to get licensed in Texas for a bout on the undercard of Pacquiao’s victory over Joshua Clottey at Cowboys Stadium. Then, there were a couple of appearances before the Nevada Commission, which told Margarito to first go to California.

To the California commission, it looked as if he were executing an end-around in an attempted evasion of accountability. Margarito said the right things Wednesday, but the state’s regulators were going to make him pay anyway for trying to sidestep them. Hence, they slapped him with a denial that in at least one aspect was ridiculous. To wit:

According to state attorney Karen Chappelle, Margarito had illegally trained at Robert Garcia’s gym in Oxnard, Calif., for a victory on May 8 in Mexico. Margarito sparred without a California-issued permit mandatory for all boxers training in the state. Margarito said he didn’t know about that one, either. Other than lawyers and regulators, I’m not sure anybody else did mostly because it’s a rule seldom, if ever, enforced in any state without funding needed to enforce commission rules. To use that one as another reason for a Margarito denial is little bit like withholding a driver’s license because of jaywalking.

In Texas, however, Margarito will be one more step down protocol’s path and another step toward accepting accountability, which has been demanded repeatedly by media and fans in the court of public opinion. It’s an opinion that matters, perhaps more than any other. That was evident in questions and comments from commissioners at Wednesday’s hearing. Despite criticism of Margarito, even Chappelle seemed to like what she heard from the former welterweight champion.

“I think that Mr. Margarito came across as very sincere, which should do him well in the future,’’ Chappelle told Robert Morales of the Long Beach Press-Telegram.

The future looks a lot like Texas.

Gesta’s rise continues at Tucson’s Casino Del Sol

Lightweight Mercito Gesta (18-0-1, 8 KOs), called one of the best Filipino prospects by Pacquiao trainer Freddie Roach, figures to continue on an apparent arc to stardom tonight in Tucson at Casino Del Sol on TeleFurtura card against Mexican Genaro Trazancos (22-11-1, 13 KOs).

The 22-year-old Gesta hopes for a shot at interim World Boxing Organization champion Michael Katsidis, possibly next year. Against Trazancos, the Filipino lefthander has a chance to look very good. The 35-year-old Mexican has lost six of his last seven.

The Don Chargin-promoted card was scheduled for seven fights. A super-bantamweight bout featuring unbeaten Michael Franco (16-0, 11 KOs) of Riverside, Calif., versus Mexican Adolfo Landeros (20-14-1, 9 KOs) was canceled, because of an eye injury to Franco, a Riverside, Calif., prospect who is suffering from a torn retina. First bell is scheduled for 7:30 p.m. (Arizona time).

Notes, anecdotes
· According to news reports of Wednesday’ hearing in California, attorney Daniel Petrocelli told the commission that Garcia will tape Margarito’s hands in the presence of the fighter “so that Antonio can personally oversee the procedure for himself.” Huh? It would be difficult, if not very painful, for Margarito to be anywhere but present.

· And De La Hoya capitalized on the Margarito denial to lobby for a third Juan Manuel Marquez-Pacquiao fight. It makes sense. Since Pacquiao’s rise to the top of the pound-for-pound debate, nobody has tested Pacquiao more than Marquez. Marquez might be the one fighter who can beat the Filipino Congressman. For the best, there’s always somebody, which is probably the reason Pacquiao won’t agree to a third fight with Marquez any time soon.

Margarito applies for Texas boxing license

Denied a boxing license Wednesday in California , Antonio Margarito has wasted little time applying for a license in Texas so he can fight in a planned Nov. 13 bout against Manny Pacquiao at Cowboys Stadium.

The Texas Department of Licensing and Regulation has received a faxed application from Margarito, department spokeswoman Susan Stanford said Thursday.

Once the application fee is processed, it could take several days to decide if a license will be granted, she said.

The national Association of Boxing Commissions issued a statement Thursday supporting Margarito's attempt to secure a license in Texas.

"He is now free to pursue licensure with any ABC member commission. There is nothing under the federal law that would prohibit consideration for licensure," the ABC said.

Margarito's license was suspended for at least one year by the California State Athletic Commission following a January 2009 bout against Shane Mosley. A pre-fight inspection of Margarito's gloves revealed each of his hands had been illegally wrapped.

It's the fight that nobody really asked for, nor wanted to see and yet we're getting it. Despite problems looking for a venue because of Antonio Margarito's struggles in getting his fighting license reinstated or re-issued in North America, Bob Arum is hell bent on making Pacquiao-Margarito happen on November 13.

If only all parties are as persistent and resilient in making Pacquiao-Mayweather happen.

I got an idea! Why don't someone slip some Plaster of Paris inside Floyd Mayweather Jr.'s hand wraps before his next fight? Get him banned from boxing so he would desperately seek a fight with Pacquiao later on as opposed to acting like he got better things to do that make 50 million dollars and give boxing fans the fight they want to see? No? Not good huh? Relax, it's a joke.

But where sense exits negotiations to make Pacquiao vs. Mayweather happen, it apparently also stays out of the conversation on abandoning this Pacquiao-Margarito match-up. Yes, people just want to see Pacquiao fight so bad that they're willing to take the Margarito match-up just so they can see the best boxer in the planet do his thing once again. In actuality, nobody truly asked for this as proof with the backlash from fans upon the fight's initial announcement. But to insist on making it happen despite all the road blocks? It only emphasizes that GREED RULES BOXING.

What kind of message are we sending here?

There are so many other match-ups that can be made that people would rather see and yet the powers that be are bent on reinstating someone who was banned for cheating and has not done anything significant in boxing since doing so. I have nothing personal against Margarito and I believe the man should be given a second chance after having served his suspension, but to keep forcing this issue on him fighting Pacquiao is just absurd and even becoming embarrassing to Margarito himself with all the publicity it's getting.

Why not let the guy build himself back and get his license the right way; have him beat a couple of legit guys, then fight Pacquiao instead of all this hold up when all people really want to see is the pound for pound best do his thing. Why don't we stop acting too greedy for once and take our losses and try to recoup it by putting together a real show people actually want to see. You got Marquez, Bradley, Berto, Martinez and a slew of others. It's time to put this Pacquiao-Margarito match-up to sleep and do the right thing.

Isn't it Alanis, don't you think? A little bit too ironic, if you really do think. The fight boxing wanted to see found the dumbest excuses for it not to happen and yet here you got one that nobody really wants, find ways to keep living. It's like rayyeeyane, on your wedding day. Yup! Unless I guess these greedy promoters really want to deal boxing another shameful black eye after failing to make the fight that fans really want to see happen with insisting on one that they don't.

One way or another, Top Rank CEO Bob Arum says the proposed fight between Manny Pacquiao and Antonio Margarito will happen on November 13. Arum flew out on Wednesday to meet with Dallas Cowboys owner Jerry Jones to discuss the possibility of holding the proposed fight at Cowboys Stadium in Arlington.

"We had a very, very good meeting," said Arum. "But I don't want to discuss anything about it until after the Margarito thing in California. And then we'll announce the venue and the press conference schedule. I don't want to disrespect anybody or anything. California is going to decide on Wednesday and then whichever way California decides, various state commissions will decide whichever way they think is best."

Margarito will appear before the California State Athletic Commission on Wednesday. The former three time welterweight champion is attempting to regain his boxing license in the state. His was revoked in February 2009 after he was caught with inserts smeared with a plaster-like substance in his hand wraps prior to his fight with Shane Mosley which took place on January 24 at Staples Center.

If Margarito regains his license to box in California, don't be surprised if Arum revisits the possibility of staging his fight with Pacquiao in Las Vegas. Whether or not the California commission decides to relicense Margarito, Arum says the fight with Pacquiao will happen.

"This fight will come off, guaranteed," Arum said.

The vacant WBC junior middleweight title is going to be at stake, with a catch-weight of 151-pounds for both fighters.

Manny Pacquiao takes on Antonio Margarito in November at a still do be confirmed location, and one of the biggest questions surrounding the fight is what kind of buy rate the pair can achieve.

Pacquiao is as popular as ever despite a second failed attempt to put together a fight with arch rival Floyd Mayweather. He is also once again breaking records by challenging for an 8th world title in an 8th weight class. Margarito will be in his first big fight back since his suspension for using loaded hand wraps against Shane Mosley. His first actual return bout having been a tune up in his native Mexico.

So just what either is bringing to the table is as yet unclear. Margarito is something of an unknown quantity due to his time away and devastating loss before that. Pacquiao is as ever a big draw, but much like before his last fight is once again is a prohibitive favorite. The intrigue surrounding his fight against Miguel Cotto last year for the WBO welterweight title is not there for his jump to 154lbs. While some questioned his ability to make the climb to welterweight, light middleweight isn't being perceived to be as much of a challenge.

Equally as importantly to Pacquiao at least is whether they can come close to the 1.4 million pay per view sales that Floyd Mayweather vs. Shane Mosley achieved in May. The closer Pacquiao can get to that figure against Margarito the better the negotiating position he will be in should the two of them again resume talks later this year for a possible fight next May.

Pacquiao's drawing power?

Against obscure Ghanian Joshua Clottey last time out, Pacquiao sold 700,000 pay per views, the vast majority of which were probably to people who had never heard of the challenger before. Those that did know who Clottey was knew him to be tough and rugged, but also that he would also probably not make for an enthralling fight. Previously to this, Pacquiao achieved a buy rate of 1.25 million against Miguel Cotto. The numbers perhaps boosted in that case because of the fact that he was making a jump up in weight class, and definitely helped by the drawing power of Cotto himself.

Margarito's drawing power?

Although getting a rough idea of Pacquiao's drawing power is easy enough to do from recent performances, it isn't so clear what kinds of numbers Margarito can draw these days. After his recent suspension and subsequent year away from the sport, it is not yet clear how many of his previous fans he has left. He will undoubtedly always be fairly popular in his native Mexico, but that doesn't always equate into being a big pay per view seller.

Miguel Cotto and Margarito in 2008 managed around 450,000 buys, which was considered a big success at the time and was one of the bigger events that year. Against Shane Mosley in 2009 though, with Margarito then as the champion, the fight wasn't even shown in pay per view in the end, suggesting that he isn't the draw that Cotto was. His return bout against little known Roberto Garcia was a fairly low key affair, and sold poorly even in Mexico.
